Philippines backs returning OFWs with jobs and livelihood

The Philippine government is extending a helping hand to returning Overseas Filipino Workers (OFWs) – equipping them with the tools, skills, and funding to turn their business aspirations into reality.

Through a mix of financial assistance, training, and mentorship, these initiatives aim to support repatriated OFWs in building sustainable livelihoods, either through employment or entrepreneurship.

Helping OFWs launch tech-driven businesses

The Department of Science and Technology - National Capital Region (DOST-NCR) is actively encouraging OFWs to leverage its Innovations for Filipino Workers and their Families (iFWDPH) programme to bring their business ideas to life.

Director Romelen Tresvalles said iFWDPH provides business training, technical assistance, and financial support to repatriated OFWs looking to set up technology-driven enterprises.

“Under this programme, we want OFWs to be able to establish a technology-based business when they return to the country,” she said.

The initiative includes capacity-building sessions where applicants refine their business concepts, acquire necessary skills, and complete documentation requirements for setting up their ventures. The DOST also offers funding of up to 500,000 pesos, free of interest, to help cover equipment costs.

Since its launch in 2020, the programme has trained some 810 OFWs across the country, with 91 receiving financial support. These efforts have resulted in the creation of 129 jobs.

The programme is implemented in coordination with the Department of Migrant Workers and spans multiple industries, including agriculture, food processing, manufacturing, and ICT services. It is open to OFWs who have returned to the Philippines within the past two to three years.

Reintegration through employment and livelihood assistance

Apart from the DOST initiative, the Philippine government offers a suite of reintegration programmes designed to help OFWs transition smoothly into local employment or self-employment.

One key programme is the Department of Labor and Employment’s Assist WELL Programme, which focuses on employment facilitation. It provides job referrals for local and overseas opportunities, competency assessments, and certification for repatriated workers. The National Reintegration Center for OFWs also plays a crucial role by proactively matching job seekers with potential employers.

Funding opportunities for business ventures

For those eyeing entrepreneurship, financial support comes in various forms. The Overseas Workers Welfare Administration has set up the P2-B Reintegration Loan Fund, offering low-interest loans to OWWA members who wish to start their own businesses.

Meanwhile, the OFW Enterprise Development Loan Programme provides funding of up to 2 million pesos to help returnees set up sustainable ventures.

The Livelihood Development Assistance Programme caters specifically to undocumented returnees, offering startup kits to help them kickstart small businesses.

Specialised livelihood assistance for women OFWs

Women OFWs who have been repatriated due to conflict, trafficking, or distressful situations receive dedicated support through two initiatives:

Balik-Pinay, Balik-Hanapbuhay programme provides displaced female OFWs with non-cash livelihood starter kits and skills training to help them regain financial independence. The assistance package includes 20,000 pesos worth of training and equipment, plus a mandatory Entrepreneurial Development Training.

This initiative focuses on two key livelihood categories:

  • Health and wellness projects, such as massage therapy, home spa services, cosmetology, and the production of skincare and wellness products
  • Technical and craft-based projects, including mobile phone and bag repairs, as well as handicraft production such as souvenir items and fashion jewellery

Training and mentorship to ensure business success

Building a business, however, requires financial know-how and entrepreneurial acumen. To equip OFWs with these skills, various agencies offer training and mentorship opportunities.

DOLE’s Assist WELL Programme includes Entrepreneurial Development Training and business coaching, while financial literacy seminars and Small Business Management Training help OFWs make informed decisions about managing their earnings and investments.

With government-backed initiatives, returning OFWs have access to a robust support system that caters to different needs – whether they want to re-enter the workforce or embark on an entrepreneurial journey.

OFWs can reintegrate seamlessly and turn their hard-earned experience abroad into sustainable opportunities at home.
